You'd notice almost no difference between 60FPS, 100FPS, and 100000FPS.
Chances are you're on a 60Hz monitor, so you'll only be able to display 60FPS.

That's on a small resolution tho like small screen.

[3] Could go for a newer-gen CPU.
Because the performance between an 4670k and an 3570k is wery small, and if you overclock the 3570k you will get more performance because you will be able to overclock it further (Why? the ivy-bridge dosen't have the volt regulator Inside the cpu = less heat)
