No, this means you can create a burnt disc and put it in the drive and play it, this has nothing to do with xex menu. You'd still need xex menu to install and move files around in the hard drive directories and execute xex files

Why cant my retail play on it?
Because your retail DVD drive wouldn't be running the LT 3.0, which is needed to be able to run the burnt games. To make your retail able to play the burnt games, you would need to flash the modified firmware to your retail's DVD drive
