A JTAG is a console with a port soldered onto the motherboard, which was used to apply the JTAG hack, allowing it to run unsigned code.
An RGH is a console with a previously incompatible dashboard version installed, which has been reset to an earlier version in order to run the JTAG hack.
They're the same thing, basically.
