anyone know how to mod gta 4 or tbogt? if you do i need help.

I used to mod on gta 4, maybe i will do later. But all I remember is that its like modding a cod game. (sort of) Last year (i dont know if they still use this method.) but you use a ftp server or comgenies and you replace a image file from the default to the mod menu you want into the GTA 4 / TBOGT directory.
