So just upgraded to BT infinity which is up to 76 me and I understand that im not going to get that full speed but I get 15 meg both down and up so I'm wondering if this is normal to have such low speeds or should I give BT a call

BT give a 'Settling' period where your internet will go up and down and maybe disconnect a few times. This period is around 72 hours, If you have already waited 72 hours then I recommend giving BT a call.
But before you do that, are you get 15 meg on a wired or wireless connection? If its wireless then BT just wont help you. It states in the terms and conditions that you are agreeing to receive 76 meg on a wired connection. So test your broadband on a wired connection and a wireless one.
