I've ordered most of my parts for my PC,but I was deciding to get a R9 290 but it has a bad cooler,I am ordering today so I can't really wait for the coolers to come out.It is also on offer with BF4 and 2 free games.I have 2 fans to cool it but it won't make a difference,do you think I should get a R9 290?

I think the Arctic Coolers now support the 290/290X PCB, you could always get a 290 then get one of then and fit it. You could also flash the Bios to make it a 290X and have one of the most powerful GPU on the planet.
I'm not 100% sure, but Google is your friend on this one.

I don't see why not, as the cooler goes directly on to the GPU's PCB. So it wont be any bigger than the stock cooler.

Some Arctic Cooling coolers are much wider (from PCIe slot to edge of case) but the R4 is a very wide case so that shouldn't be an issue either.
