Most if not all CPU's come with a stock heatsink, however some cheaper CPU's come with terrible heatsinks

It actually depends. Some CPUs, usually the higher end ones, don't come with a heatsink at all. They leave it up to you to buy one. Which isn't that big of a deal to be honest. Most heatsink installs/upgrades are fairly simple. You have to look on whatever page you are looking at and see if they specify its inclusion.

Yes the i5 comes with a stock cooler, unless you're buying an OEM version (will say in the title)

Just get Intel processor's never have to worry about that lol. Unless you have a CPU that is going to be OC than the stock fan should do you good..

All CPUs apart from the really high end ones (AMD 9500 series, Intel Extreme Processors). Unless it's marked OEM it will definitely come with a heatsink and fan capable of cooling it sufficiently.
However, if you do want to be overclocking it is highly recommended to get a decent aftermarket cooler. If you don't get an aftermarket cooler while overclocking you might as well just kiss your CPU bye bye.

Don't worry if you're not going to OC as the CPU will come with a decent cooler if its not needed it won't come with one(i think),i wouldn't worry too much.
