You need to be both in the garage of the person who has the cutter then get in that vehicle and then the person who owns garage will buy another apartment this will make you go outside in that vehicle and you can drive it in your garage aimlessly but must have 300k to buy apartment!

Easy free way : you need to host or your friend a mission like top fun either 1, 2, or 3 (prefer top fun 3 since u both get a plane). fly to the garage where cutter is. drive it out and let the other person get in and he should be able to just drive it in to his garage
