Wait so when I click Save As then, should I click under file name where it says Save As Type and make it say "All Files (*.*)"? If so, what actual file type am I saving it as? Or am I doing this wrong... :|

Found my problem. I had to change ownership of the folder that's why. For some reason it was set to some weird program called TrustedInstaller instead of my user.

I've even tried that. Still nothing. Just seeing if I accidentally changed something else in the settings file

Trusted installer is not some weird program, it is the part of the OS which makes sure only system (safe and secure files) are installed into that folder and that they are not modifiable by the user (including things like viruses). Trusted installer is there for a reason, and I would only tamper with it if you know exactly what your doing afterwards.
What I do is rename the hosts to hosts old and then drag tpthe copied (and edited) one back in. You must have the highest possible administrator privileges to do this as you are messing with system files.
(If you take the privileges away from trusted installer, then edit only the hosts file, then give trusted installer the privileges back then all should be fine)
