I'm pretty sure I've done everything right, and I changed the values of the cash and xp and I robbed a store and got 300 dollars, lost a 2 star wanted level and level went up like 1 bar......I had the xp set to like 999999 and the money 9999999

Are you actually connecting through apache?
And
Set the money to 999.0 as that will get you around 1.1mill not suspicious at all

Make sure you port forwarded port 80 and check if its open, and run Apache as Admin.

Do I foreward port 80 on internal or external, and do I use my router ip or computer ip? I used computer and did internal

use you IPv4 adress, just type ipconfig into command prompt and get it from there
