You find it mainly in the country.
About an hour ago, it was the only spawn for me.

You can find sultans mainly in Paleto Bay or Sandy Shores.

I found mine around those areas.

Sandy Shores is where I found mine. During certain times of the day, it will spawn frequently, not sure when though.

Go to the prison. Make you spawn location as last location and keep switching lobbies until it spawns. If you find it, message me on Xbox Closed Gates is my GT. I'll fully mod it for you
