Usually I'm more than sceptical of any kind of applications claiming to speed up my PC, but recently I came across something that is really quite helpful to anyone running a Windows 7/ Windows 8 PC. Basically with Windows 7, Microsoft implemented a non-optional energy saving feature that basically down clocks all your CPU cores when it thinks they are not being used. The problem with the feature is that it is pretty clueless to when the CPU is needed. For example when playing BF4, I opened resource monitor and noticed my cores were down clocked to about 2.2GHZ when my potential clock speed is about 3.11GHZ. It can cause performance and stability problems in certain cases (like BF4 where I was getting stuttering and dropped frames). The application is called "CPU core parking manager". Basically it writes registry values telling Windows to never downclock the CPU. I've noticed a huge improvement in the speed of my system and stability in games since running the application, and my cores are all running at at least 3 GHZ consistantly.

As far as I'm aware, this can be turned off from either within Windows or within your BIOS, All I do to eliminate it is Overclock my CPU. Then it stays at the clock rate that you set.
