Performance wise he could get a lot more out of a desktop for say $700 then he could out of a $700 laptop

Newegg was selling dedicated card laptops for around 600 dollars as a starting point a few months ago. I managed to snag myself a Lenovo Z585 with a Radeon HD 7670m gpu and A8-4500m processor in it. I can't play every game on ultra-high settings, but I can manage to play them on medium settings. You've just ought to really search the internet for a good deal.
