Can someone tell me why I can't do the capture glitch in the airport?

Can you not find the capture baggage handler mission? If so then that's because rockstar deleted it. I was lucky enough to use and abuse it early on but when I left and went for dinner and came back, I could not find it. Same happened for my friend
