Ok so first off how it happened to me and how I fixed it. I made a new character did the tutorial race then someone leveled to 1000. Then I tried to steal the drugs for the next mission and the winter update appeared and everything went away basically so i tried switching to my main and it didn't work. So here's the solution that worked for me I first deleted the new character then cleared system cashe then changed my primary and secondary dns to 0.0.0.0 tried going on live didn't work shut off my xbox turned it back on went to switch character from story mode and it put me in an online lobby (finally). Please rep and thank me if I helped you. Good luck

2 more things I also did was delete the latest title update from storage and unlinked my account i don't know if this helped but im stating it

I didnt have to delete my character I just:
Went to automation DNS
Cleared cache
Disconnected from social club
deleted/reinstalled Title Update
