I tried hosting a lobby with a couple friends and they couldn't collect the big bounty and after awhile the the large xp handout went away. can anyone help me out?

i was level 990 doing the criminal records race, and did one more and i was level 1000, then during that race it said my xp wasnt full and i was 999, then when i was driving, it kicked me out of the car, and i couldnt do anything but walk around, and then when i left and tried to get back on, it keeps saying timed out loading session, and when i went to choose character it said my level 1000 was level 1 so idk what to do guys, can anyone help me!!!!!!!?????????
