So I went from 0 to 400(Had to make new character because the rank 1000 glitch)
And I cant un-lock the stuff from Merry Weather And Lester its pretty annoying.
Any ideas?

You ranked up too fast.

Either do missions, if that don't work then delete you're character and start again.

Happened with me it kept saying wait for Lester to call you or even though I was level 200 it kept saying unlocked at level 45 , my advice would be to do what I did and go on your own DNS and just stay in a game and play any missions you get from Lester , also accept every phone call you get and eventually you'll slowly start to unlock everything.

Maybe you just haven't received the call from them saying that you unlocked it?
