I've seen those red and green santa hats other players have, but I cannot find out where to buy them at.

No, I am not talking about the masks, just the hat itself.

I am a female character by the way, is it only for the male characters?

Jus go to a clothes shop and look in the hats and caps section

Sure females have it as well.
You don't buy them. Hold the 'select' button to open up the interaction menu. Go to inventory. Go to hats, use the d-pad to go left and right and choose one. They also have masks

Go to the store and you can choose them.
Also in your inventory you can put them on.
Pres "back" long to activate inventory.
It also work with female characters
