As it currently stands, the snow in GTA 5 is to disappear very soon, but it shouldn't be gone forever. Granted, the snow does present a challenge when driving and it can also be annoying to attempt to fly aircrafts in it as well. That said, the snow in GTA 5 should be reoccurring during specific intervals. For example, sometimes instead of it always raining, there is a 15% chance that it could snow instead of rain. That way, the snow isn't permanent nor is it non-existent. The snow could be cleared through the use of snow plows (Yes, they would need to add a snow plow sort of vehicle to the game). I think this would truly add a cool aspect to the game because since snow would be a slightly rare occurrence people would appreciate it more. There could be special skiing races on one of the many mountains or sledding to add some more activities and keep a sense of fun and creativity going. The best part of it all would be that the people who wouldn't want to partake in the snow activities could simply leave the game and join another to where it hasn't snowed.
