First delete character then unlink your social account then make a new character then do the tutorial then your good

This is how I fixed mine, I was offline for 2 days.

First go to the social club

go to settings(top right beside your gamertag)

then to linked accounts

hit unlink on your gamertag

then load up gta online it should work, it did for me. been online ever since. but as soon as you link your gamertag it will time out again.
