The 7770 will work with a 460W PSU, i used to run it on a Corsair CX430M.

That should be enough to run it, make sure you have all the cables plugged in tight, make sure none are loose.

I've tried everything! Still crashes.... Everything is compatible. I ordered a new PSU and it should be in today.

Make sure you perform a clean installation of your drivers to ensure no conflicts. Also make sure if you've ever used another AMD card or Nvidia one to uninstall those drivers too.

If you experience artifacting from the card it could be a hardware failure with the card, but your power supply will be fine to handle that card.

Normal ways, through programs and features in the control panel.
