This has been known for quite sometime and I don't think R* will fix this issue anytime soon. You don't have to restart your system, you can exit out to the dashboard by using the guide button and the money/RP given to you will not save.

Also people should note that your progress only saves after every job, race, and other activity you do like purchase a car, haircut, or clothes as well as after you exit to single player.

Assuming you were flagged by R*'s cheater detection system your stats will be reset to an earlier point if R* feels generous and the money removed. If you used a DNS server to rank up yourself and give yourself money you also would most likely end up in a cheater pool.

I just don't get the whole punishment of being account/console banned for the DNS sitution. Why would they even have people be able to change there DNS to the advantage if all there gunna do is punish them. R* should just put people in cheater pools and thats in why would they contact microsoft and have them take care of the people who changed there DNS mean while microsoft gives them the option to do it? I just don't get it... and one more thing. Why does R* expect the beyond thousands of people to file a report and have the people tell the creators them selves they got millions of dollors. If it wasnt so god damn hard and time consuming to get money people wouldnt go out of there way in the first place to do anything like this.

And another thing... whats the point of having a cheaters pool if R* is just gunna run to microsoft and have people banned when they can easily just use the cheater pool option they put in the game...maybe they should use more of there time fixing the issues instead of threating and scaring people.
