I'm on a tight budget and NEED To know which graphics card is better FOR THE PRICE!
I know the MSI is better but If I OVERCLOCK can I get the same performance because I need to save every dollar!
PLUS REP for the first person to give me a solid answer with some details!

Those cards are completely two different architectures. It's difficult to a side by side comparison and to label which one is better. But if you're on a tight budget, look into getting an R9 270x. It's rebadged 7850-7870 with new features.

As Nvidia said, if you're thinking about a 7870, I'd just get an R9 270x. The 760 is slightly better than this card but for the price difference of $30-50 I don't think it's worth getting the 760.
It also depends on what CPU you have (possible bottlenecks).

As you linked a $250 card originally i'm going to go ahead and say its worth the extra for the GTX760. The model linked below has a terrific cooler which should allow for good overclocking and benchmarks do show the GTX760 pulling ahead making it worth its money. You also would get the benefits of PhysX, Shadowplay, Geforce Experience and a lower TDP than the R9 270X.
