I got a brand new 40" Haier tv for cheap (like $300) and got it with my xbox one and was ready to play some Cod. Except theres a half second delay from when I move the controller to the TV.
What do I do to fix this? This is a pain

Nope, and the customer service was no help to finding anything either.

Turn off post-processing. TVs tend to be optimized for content like TV and movies, not interactive content like games and use as a monitor for a computer. There might be a sort of gaming mode that turns post-processing off.

Response time is something else entirely.

Well Not Really For Example If You Have A Tv With A 100 Millisecond Response Time There Going To Be Lag From When You Press A Button On The Controller Until You See It On The Tv But If You Have A Monitor Or Tv With A Lower Response Time Lets Say 1 Millisecond Response Time You Will See Theres Much Less Lag In Between The Controller And Console.

Lag = latency to controller input
(Panel/Pixel) Response = how long a TV takes to turn a pixel from off to on and back off again, although some manufacturers don't use that method of measurement.
High lag means gaming will feel unresponsive
High panel response time means pictures will ghost and blur.
EDIT: As root said check through your Tv settings to see if there is a "Gaming Mode" I have this on my Tv but I cant really tell any difference but in your case you may find a big difference.
