Does anyone know how to get the car or any rare car like Sultan RS ?

You can find the Buffalo almost anywhere in the city. If you are referring to Franklin's Buffalo, you would have to either mod it in yourself or have someone dupe it for you. You can find the Sultan near Trevor's house, I'd say within half a mile of his house they spawn frequently.
