My specs are:
Intel i5 3550 @ 3.30GHz
Club 3D hd 7770
12Gb Ram
Win 8.1
750gb HDD
So could I run BF4 and at what settings and fps assumptions please.

I presume that you're gaming on 1080p? If so, I would invest into a graphics card or not play on that resolution. The game looks better at 720p (upscale) then it would at 1080p in some other ways.
If the screen tearing isn't too bad, you could disable vsync and get 40 fps average. If the screen tearing is bad, then it's best to aim at 30 to 60 fps. 60 fps is most likely a set goal that the 7770 will NOT attain, and Vsync with 30 fps tends to be a sight for sore eyes.
