You need to go into safe mode on your PC and revert the PC back to a previous state, I had the same virus a few months ago.

So you're safe

I got this once aswell. I didn't get it from movies. Just an advert got into my computer.
My one told me to pay 500 or it would break my system.
So I done a system restore and fixed it.
The one I had wasn't to do with the police.

What I done:

While turning on the computer press F8/Boot Menu.
I think it was "Repair > Restore"
You may lose some files but it should fix it.

I can't confirm this is fully how to do it I may have got some names wrong.

The police I'm sure would just show up and not warn you like that. It's either malware or a virus.
