RTC was a program too, it was for MW3. However, depending on the game you want to mod you will need to have JRPC.xex and RPC.xex set as plugins. Then download a RTE tool for the game and you will be modding from there.

Yes that is what he means. When the first tool came out for MW3 it was called Real Time COD. He just watched a YouTube video probably.

As if needed I only have :
