I am not experiencing the problem, but some features of Xbox LIVE are down or a not working properly. Try and also make sure that both of your connections are good.

This Always used to Happen to me but luckily there Is a fix:
1. Go to Settings
2. Go to Network Settings
3. Scroll down to Test Xbox Live Connection
4. Press Yes
5. Once that is done Sign back in to your Account and It should be working
Hope this Helps! xD

I sometimes have the same problem.
Apparently this is down to conflicting NAT settings between you and your friend. One of you may have a strict NAT and the other open.
You or your friend (whoever has the strict/moderate NAT) should try this to resolve it: [ Register or Signin to view external links. ]
