depends where you live.
in very dry countries more so.. but I live in the uk and they are not very needed or required touching your case or a plug on power supply does the trick.

Amd Athlon cpus need a discrete gpu to display stuff on your monitor.

Take all the parts out of your system, put the motherboard on a non-conductive surface; wooden table etc. Keep the processor and cooler in the board, put the graphics card and RAM in then connect the monitor, mouse and keyboard and nothing else.
Then try booting the system. If you have installed the system speaker (which comes with the motherboard) the system will beep when the system starts. If it beeps more than usually or at a faster rate it can indicate an issue.
