So my device is jailbroken and I downloaded this complete thene called carbon ovation red. And when I turn it on in winter board it doesn't work but when I activate the summer board it works but only the icons changed. Is their anything I need to download on cydia for the theme to work right?

Pretty sure winterboard isn't up to date for iOS 7, I could be wrong but your just gonna have to give Saurik some time if that's the case.
