Stepto is the manager of the policy and enforcement team. Stepto said The Pro was doing his job in 2011 by banning people in MW2. He was kept on the team even after Stepto retired.
Stepto is the gamertag of the policy and enforcement manager.

Go on YouTube and search up The Pro. He used to ban everyone from MW2. And even if he was moved to a different sector he can still ban. And if you have any more questions about him, GO ASK HIM! Lol... Don't do it, you have a 99%.99 chance of being banned.
