the white glow, which looks like you've made a new layer and used the white brush tool with a low opacity, make the opacity a bit lower, i think it's a bit strong, but a definite improvement from the original

Not bad, but the tommy gun seems to have pieces missing on it, and the rain effect is atrocious for this sort of piece, definitely lower the opacity of the rain effect.

Thanks but the rain point is irrelevant because the rain has a low contrast anyway.

I do not know, it just does not look relevant to the actual image, just looks like an "olden time" gangster walking through the streets of lets say "New York" when it is raining. I do like the overall piece, just not the rain that much.

It's more the heaviness of the rain rather than the opacity, I would try and get something that is less heavy, may work, may not.
