I would go back to the store where you got gta from and get a new one because this happend to my brother a few weeks ago and haven't had one complaint by him since the that's my suggestion

I tried my bros disc which worked for him but that didn't working for me! I'm trying to reinstall the while game!

Ok if that doesn't work try another game does it freeze half way through if it does it's your console the need fixed

You've more than likely used a DNS mod from awhile back and forgot to change them. I forgot to get rid of mine and I froze everytime I started up gta and did everything you listed. Just restore your network to default and it will fix it. If not then your disc drives lens might have dust on it.

I hag tried bot mine and my bros disc and my bros disc works on him but still doesn't work on mine!
