Hey TTG I am going to be building a new PC soon and I have not done much in terms of Liquid cooling. But I was think of getting a pre filled Closed Loop System, And was wonder if there is a much difference between a single radiator and a dual, cause the cost is like $30-40 difference.

*NOTE* I will be doing slight over clocking but nothing major.

Closed loop systems aren't really liquid cooling in themselves, its more a market for people who either don't want a big air cooler or who want bragging rights.

You could probably pick up a nice air cooler for the money you'd spend. In any case depending on which units you choose to go for it can make a difference. For example Corsair's H80 may be 120mm instead of 240mm wide but its about double the depth, so you still have the surface area there. Things like thin 120mm rads's aren't worth it at all.

So should I just get a better Heatsink and fans?

You would just be better getting heatsink and fans for the price because i have used them for 2 years and my liquid cool for 1 year and i would say my fans are probably better even though my liquid cooler was 180.
but that being said that's my opinion.

Any Recommendation on heatsink fan combos. I would like it to be as quiet as possible.

Where are you buying from?
Which case do you plan to get?
Which socket is the processor?
Which make and model of memory are you using?
