It's basically the same concept that it was in GTA 4. People with ISO/JTAG mods have the 'speed cars' because of their mods, but it is only for them. As soon as somebody without the mods gets in to drive for themself the mods aren't there cause it's client side only.

(I used the ISO mods on GTA 4 a lot).
