I install and everything is just fine but the glow effect is just not showing?? It's like I don't even have it installed but I do.

If your background is a light color it may not be visible, try another wallpaper.

Question for you. do you think it's worth it to upgrade to ios7 to jailbreak? im running ios 6 right now.

I personally love IOS 7 and all of its features.
Also considering you can now do the untethered jaibreak for ios 7 i would recommend upgrading but that is completely up to you!
