So I did the jailbreak like two weeks ago and it was working fine until yesterday morning, I turned it off and later I turned it back on, and apps like calculator, weather, and safari we're not working. I'm on iOS 7.04 iPhone 5, can some one help me fix these apps, every time I open them they just close automatically, thanks help will be appreciated.

IF you backed up your phone before you jailbroke just do use the backup then re-jailbreak it if you like.

I did that and it still doesn't work, should I just restore my iPhone?

Restoring your iPhone could cause other more serious problems such as "error -1". Keep that in mind.
