i have an iphone 5 on ios 6 and its locked . I dont know exactly what ios its on but i know its ios 6 . Is there anyway i can restore it without updating .

You can only restore it if you go into settings and click erase all data and settings.

I think you can update if you download the right firmware you are on currently.

An iPhone 5, due to not being on the A4 chip like the 4 is on cannot be restored to anything below the iOS that apple are signing right now. If you want to restore it will have to be to 7.0.4.

could i jailbreak it on ios 6 then get the shsh blobs. then use ifaith to make a custom signed ipsw ?

You do not need to jailbreak to get SHSH blobs. But the iPhone 5 has a newer chip installed that does not allow anyone to downgrade. Only people with an iPhone 4 and below and ipod touch 4G and below can downgrade using the shsh method. To my knowledge there is no other way to downgrade on an iPhone 5
