Hi,
Would a Intel 4670k Haswell (3.4ghz) and an EVGA 660 2GB Card (1.05GHZ) play BF4 on a Gigabyte Sniper board?

It will run it, but they aren't budget parts at all unless your brother needs to overclock.
If you wanted you could switch to a non-K model i5 and a lower chipset motherboard to save money to put toward the graphics card. The GTX660 is a good mid end card but it isn't the best at that price and i would point you toward a R9 270X or a GTX760 if costs allow.

I have similar specs ( i5 3350 - 660) It runs Battlefield 4 on ultra at 50 fps, but thats on 1600x1050, though. I need a new monitor. :C
