So I don't really have a lot of money, but my current computers not really cutting it. I can get my hands on about 450$, is that enough to get me something that will run games and let me continue with graphic design?

You're never going to find a decent pre- built that will play games and do graphics well at that price. Building isn't as hard, just watch a tutorial on you tube, and you'll see how easy it is.
