Help why won't visual studio not let me build my project I have Xbox neighborhood
And Xbox neighborhood was the first thing I installed to pc

you need visual studio installed first then in the set up of xbox sdk click full install.

whats the problem you dont have the build tab or building in general ?

No it say build fail then it tell me Xbox 360 error
And that error means I don't have Xbox neighborhood but I do

you don't have to uninstall VS just open the sdk and install again and make sure you click on full install it will install all files needed to code for xbox
