No, I think they did actually go to the Moon.
Your point about there being multiple light sources is true though.
The Sun wasn't the only light source on the moon, there was light reflected off Earth, the Moon's surface itself, their visors and the lunar module which is covered in reflective panels.

Your theory is strong but I do not think it would be set in the hollywood hills as this is not secret enough and It would not be in area 51 as most of the government aren't even allowed there.

It looks like a development smudge or lens flare to me.
I can't see any wires coming from it so I think the theorist added that in for effect.

Thank you, i would of thoguht that area 51 would be the main suspected area, but people are saying they have moved to different places, really... it could be anywhere.
