Do you need a monitor?No

Do you need an operating system? Yes Windows 7 preferably.
What will you use the PC for?Minecraft,COD4 Deathrun,And a bit of GTA 4

I would HIGHLY suggest you wait until you have a budget of at least 600. If not you'll kick your self if you try to play anything remotely new. With 600 you can build a pc that will last for at least 3-4 and be able to play games on decent settings.

Yeah that is a good idea but if he really need a PC then this the best option - because of the FM2 socket he will be able to upgrade to Kaveri later on!

Not having a GPU is going to kill him if he tries to play anything remotely graphic intensive.

Not necessarily, the APU on the processor is capable of playing Skyrim on high.
