hi im wondering to get in to streaming games in 720p on twitch and wondering what are the minimum specs needed

It isn't PC specs that affect stream capability... streaming is based on internet speed.

Well he wasn't specifically talking about streaming on a game... so I didn't take it that way, but I do see your point.

well i have 54 download speed and 13upload is this good enough

That is very good speed, as long as you have a computer good enough to run the game you wish to play you should be fine.

well im wanting to record my xbox one just dont know if i can stream it in 720p or what not

If you want to stream at 720p you need to get a capture card, whether it's a USB capture card, internal, etc... I see that you already have a good enough internet speed to stream the game.

and it dosent really take very good PC specs to stream at 720p as-long as you have a capture card to support it.
