Are you sure you have enough memory on your hardrive? Your problem is either

A)Not enough memory on your HDD
or
B)Your disc must be scratched so 1 of the files on the disc is corrupted or something.

I know this will take ages, well it did for me, but you might have to make a mw2 folder and copy 1 file at a time into the mw2 folder lol thats what i had to do. Took over an hour but eventually all copied.

I think the real problem you have here is that when you flashed a KV or someone who you got it from you didn't enter your original DVD Key or the right drive type. Does it only do this with one game or all your games? If so then this is the problem and you just need to reflash the KV with your original DVD key and type and it will work just fine. Don't go out and replace the DVD drive as it is just fine. That is also the reason the reason the only two files when you try to download it is video_ts and audio_ts because the drive is not shown as an Xbox 360 drive so the game can not load just as if you were to put it in a PC drive.
