Will this build run Borderlands 2 Max Settings, Thief, Titanfall Max Settings, Bioshock Infinite Max Settings?

I sold my Xbox One recently and am trying to do a build. I don't need a HDD because i have a 1 TB Toshiba External (I can just stick it inside)

My friend and I are trying to build a full PC for under 550. We are buying the Keyboard and Monitor off Ebay, so it's cheaper.

no it wont run any of the mentioned games even close to being high settings.
the 640 is not a good card

I might be able to do up to 550 for just the hardware. I want this PC to last this year.

no an apu will not max any games at playable framerates

What do you mean? You need an OS to use the system (apart from BIOS). If you mean get it for free, then there are methods of getting it yes. You can also burn the files on to a CD and buy a key from ebay if you really want for around 40GBP.
