I'm sorry but I am pretty sure I have seen Aguero, Zabaleta and Toure trying to convince Messi to join City. This may not happen but they have the money!

Messi has a 240m buy out and as Barcelona wanted to buy Thiago Silva PSG threatened to pay Messi's buy out but this was back in the summer if they offered 240m for him now i ain't heard anything although he wouldn't go anyway

I could never see Messi leaving off his own accord, he would have to be forced to. He has such a strong affinity to Barca, that he would never move. Not only because he's played there all his career and loves it there and because of the success he's had there, but another reason is that when he was younger Barca paid for his treatment for his Hormone deficiency. Without it, I'm sure there would be no Messi in today's football.
As long as Barca can afford to keep him, he will stay there until the end of his career.
I also know this bid from PSG is garbage as it wouldn't work with Financial Fair Play.

a year or so ago, Anzhi paid Messi's release clause, but Messi turned down almost 500,000 per week offered by them. PSG would certainly not be able to pay 1 million per week, abiding with the financial fair play etc.
