You will not be running at 30+ FPS inside towns, people with a lot better specs have issues even maintaining 30 right now due to the game being so unoptimised. I predict that you'd be getting roughly 10-15 maximum inside of any main town even with the lowest settings.

It probably can but laggy and am new to PC gaming too what's your steam can I add you?

It doesn't take alot to run it, i use very close to the highest settings and its not that bad. O and by the way i'm using a laptop to play.

This is true in some aspects for your build, though it shouldn't be as bad as 10-15 FPS as of now, if he perfects his settings for his specific build which is possible on all games. And frankly, if you're planning on spending a load of time inside the big towns/citys, you might want to think again as some bambies may try say 'hello'.

Alright so outside of towns seeing that I do not plan on going to Cherno I think its called if im out in the middle of the field running about. Do you think I might beable to maintain 20-30fps? Minimum graphics aswell

I would say no, well technically yes but at a really bad FPS. You don't have a Graphics Card which will make it hard if not impossible to play. Even tho you CPU has a onboard GPU its not very good. Get a GPU and it may be playable on low/Medium. I would recommend maybe a R9 270.
