You have the exact same problem I had. No one here knows how to fix it. You will most likely have to restore your computer, like I had to.

And it's not a Plugin error or anything to do with your RGH. It's a file that is messed up deep inside your Windows Files. Unless you know your way around Windows like it's your house then you will be asking for a while.
I recommend restoring your computer like I did to fix the problem.
